Umar Ibn al-Khattab (584-644 M) was the second caliph in Islamic history after replacing Abu Bakr al-Siddiq. He one of companions Prophet SAW who had strong morals, energetic, fair, and wise, a firm complex character, managerial administrative abilities. as caliph, only ruled for more than ten years, but that short period, there were many successes advancements experienced by society, especially economic field. So it is prevalent world reign golden age history. The success Umar's leadership, reforming developing community's system prospering their lives, due to scientific abilities, ijtihad, well-established regulating country's foreign exchange. Utilization proper distribution, well rigorous disciplined supervision. This can be understood from various law policies carried out when applying principles production, consumption, distribution based on fairness enforcement fair distribution.
 Abstrak
 sebagai khalifah kedua dalam sejarah Islam setelah menggantikan Bakar al-Shiddiq. Ia adalah salah seorang sahabat Nabi saw yang memiliki moral kuat, energik, adil dan bijaksana, karakter tegas keras, serta kemampuan manajerial administratif. khalifah, hanya memerintah selama 10 tahun lebih, akan tetapi periode singkat banyak keberhasilan kemajuan di alami masyarakat Islam, terutama bidang ekonomi. Sehingga sangat populer dunia bahwa masa pemerintahan merupakan abad keemasan Islam. Keberhasilan kepemimpinan khususnya mereformasi mengembangkan sistem perekonomian sekaligus mensejahterakan kehidupan mereka, karena berkat keilmuan, ijtihadi mapan mengatur devisa Negara. Pemanfaatan pendistribusian tepat pengawasannya ketat disiplin. Hal tersebut, dapat dipahami dari berbagai kebijakan hukum ekonomi dilakukan ketika menerapkan prinsip-prinsip produksi, konsumsi distribusi, dengan dasar penegakan hukum, pendistribusian.
